NetVanta 1570-24-370W - configuration files

New ASE on a 1570 - I create a basic config like below, save it, remove the admin account, make a new administrator account and save it to the device.  When I go to activate the config, I can no longer sign into the switch with the admin account or the "new" administrator account.  I have been at this for hours.  I have not found a way to reliably restore a config and be able to sign into the device after do so.  Any ideas, suggestions- what am I doing wrong?  To upload the config, I am going to the Maintenance>Configuration>Restore>uploading the config file.  Then I am going to Maintenance>Configuration>Activate>and activating the config file.
