No BRI S/T phantom power on 830

I've procured an Adtran 830 for an ISDN phone preservation project I am working on. I replaced the clock battery / NVRAM chip, and it is working with no errors in the Event Log. It is running firmware A04.

I cannot get any ISDN phones or my test set to take phantom power from any S/T ports, and I can't figure out why. The jumpers for phantom power look to be enabled by default on the card. My test set is showing no PS1 or PS2 power when plugged in.

Is there a fuse blown somewhere?  Is my power supply bad?  Do I need an auxiliary power supply to use phantom power?
