HTTPS access to 1238 Web Interface fails Logon - HTTP works

I am able to logon to 1238P Gen2 1702599G1 switches (3) with HTTP.  HTTPS may ask for login credentials but never connects and authenticates - Times out.   2 switches are at firmware version 11.3 and one is at 11.5


I have enabled both HTTP and HTTPS in IP Services

I have RADIUS authentication setup but this does not work either

I Don't have AAA enabled.
Password encryption is checked

More Info:  I found that I could open the sites with Firefox or Chrome intermittently but not IE 10 -

Wireshark screamed  about spurious retransmission - encrypted alerts with Firefox but opens the GUI ok

Google says Page unresponsive and pops a message that the page at https:xxx.xxx.xxx.xx is has error getting menu:  References Ajax is not defined

Also getting other errors like expected end of input

I do not see any of this behavior when connected directly to the switch - only across subnets

I downgraded to 11.4.4 firmware after seeing that 11.5.0 had been pulled from the available downloads on the Adtran Support site.   I am able to access HTTPS from Firefox and IE11 now but Chrome is still not working.
