1638P POE not working

I recently acquired a NetVanta 1638P and reset to factory default. I have a recently purchased Ubiquiti AC-Lite AP that supports 802.3f POE yet will not pull POE from my switch. Oddly enough a TP-Link POE splitter I was planning to use to power an IP cam isn’t being powered by POE either yet supports the same POE standards as the switch. Am I missing something?
