Adtran 1638 booting from USB instead of Internal Flash

I have an Adtran 1638 that is booting from the USB drive rather from its internal flash.  Here is its behavior.

  1. When I pull the USB, the unit boots to default settings.
  2. When I leave the USB in, it boots correctly and I am able to download the config from the GUI.  When I pull the USB, I am no longer able to download the config. 

Is there a setting somewhere that tells the unit to boot from my USB drive rather than its internal flash?
