Need a solution for measuring the routing performance and interface performance for the 1544 so that I can determine if it is be over utilized. Need to understand the sho proc cpu command.

When the show processes cpu command is issued, the kernel reports each thread that is currently used in the unit and the amount of time spent executing that thread. As with many design and performance based applications, it is largely based on subjective opinion and the needs, wants, and requirements of the organization as to what is considered "over utilized." As a general guideline, I would say if the system load is above 80% for the five minute average that the unit is probably pushing the limits and performance may suffer. What questions do you have about the show processes cpu command?
Also, the Configuring SNMP in AOS document will provide guidance on how to to monitor the System CPU with the AOS CPU MIB and corresponding OIDs.
