New NV1531P switch out of the box, booting it up with no POE devices connected, we get error "POWER_OVER_ETHERNET Failed to reset PoE controller! Error code:-3" constantly (new event comes up every 15 seconds). We have rebooted the switch multiple times and tried firmware v13.2.2 and v11.2.0, same issue.
We are going to swap it for another new NV1531P at this point but I'm wondering if this is just a bad POE module or something others have seen.

Thanks for asking the question, since many will experience this switch's behavior.
This error message happens after a soft-reboot on switches like the 1531P (that does not have the hardware capability to reset the PoE chip) after a firmware upgrade.
This PoE switch will require a power down for 60+ seconds to reset the controller after a firmware upgrade to stop this error message. This should resolve the issue.
