Losing switches from ARP table in 3140

I am using this 3140 as a router, with 3 1550 switches connected. 1 of the 1550 switches is Up linked to Customer Network, and am passing Customer Network Traffic from PC through Phone, to my switch, then back to their switch. There is no known IP conflict on either network, yet at different points I am losing access to my switches in VLAN 1. Customer Traffic is all coming in on VLAN 17, which is experiencing higher than other VLAN broadcasts, and unknown protocols. Everything connected to VLAN 17, and the Phone traffic on VLAN 10, is functioning as it should, including Retaining entries in the ARP list for all devices in VLAN 10. However, I am losing access to different switches in VLAN. Their addresses periodically disappear from the ARP list, and do not reappear until the affected switches are rebooted. I am seeing high CPU load on these switches, but not so high as to be concerning.

Customer Network is not in a state that can be changed.
