Possible to upgrade 4430 to SBC version?

There are three 4430 models.  

  1. 1700630E1
  2. 4700630G2 - Enhanced Feature Pack
  3. 4700630G3SBC - SBC

If we have a 1700630E1, is it possible to upgrade the license to the SBC version?  I see an upgrade for the Enhanced Feature Pack (1950630G2) but none for the SBC.
