834v6 911 not working.

I have multiple 834v6 routers provisioned for SIP.  I have a delay when the number is dialed before it rings, also I am unable to get to the 911 operator.  It does nothing, just silence.   I can dial 811 (diggers hotline) and 411 ( information).  They both work.  Any ideas for the dial string codes that I could try??
