total access 850 with BCU t1 fractional (L2) time slot assignment

I am using two EM/TO cards in slots 1 and 2 respectively. by default my 850 is assigning time slot 1-4 to the the first EM/TO and time slot 5-8 to second EM/TO. manual says I can change this through software using ADMIN port. I have tried following the steps; bank controller, provisioning, FT1, FT1 channels. I am trying to assign time slot 2 to second EM/TO card however this is not working for me am I misunderstanding the instructions and I am stuck with the time slots given me by the 850/BCU?
