908E for voice tie line??

Hello, I have interest from a power utility that is requesting hardware for point to point tie lines between 2 sites in the Northeast. They did not explain why they still have requirements from the 1980's ;-(but I am wondering if a TA908E type box could handle that configuration. I think the 2nd gen is End of Support - but maybe not the 3rd gen?

This would be for 4 wire E&M in their TDM environment on each end. thanks
