PSTN failed call routes to operator

Here is my setup

Avaya PXB > PRI > Adtran 908E (3rd Gen) > SIP > ATOS/Unify PBX > PSTN using various PRI gateways

When Avaya extension calls PSTN, call processes with no issue. However when all PSTN PRI channels are full, rather than getting all circuits are busy, the Avaya extension is connected to Avaya operator extension (if I call from ATOS extension, I do get the all circuits are busy as I should)

Any idea how I can correct it?

I can include the SIP and ISDN logs from Adtran (Last two times I tried to post the same issue with the logs, it got flagged as spam)
