SIP to PRI on 908e - NO_CIRCUIT_AVAILABLE dialing from PRI side

We're trying to use an Adtran 908e to connect our SIP provider to a legacy PBX PRI interface.  The connections are up and show now alarms, but when attempting to make a call from the PBX out, seem to not be making it past the PRI getting a NO_CIRCUIT_AVAILABLE message.  The T1 and PRI interfaces all show up and look good from what I can see so I can't figure out why I'm getting this message.
