900e 2nd gen will not load startup-config

I have renamed the default config file to startup-config and copied to the router.  However, when I boot up the router it shows no startup-config and if I dir the router I can see the file.  I'd like to get the router back to defaults so I can access the GUI and reconfigure it but for whatever reason it will not load the startup config.  Any help will be greatly appreciated.

Have you tried logging in with the command-line, pasting the contents of the default config text file to the console, and then saving the configuration?
