1way transmission on Atlas 550 e/m Octal module

I work at a Naval Air Base ans we have a control tower in 1 town and another control tower in another area. There is a weather ckt on channel/port 1 which is a 2-wire 70/FDDC/500530 which is a legacy data ckt. Our problem is that we can't pass a millwatt tone from 1 tower to the other tower, but in the other direction the tone will pass as it should. This is a 2-wire Transmission Only(TO) application. It was working but not now. Any thoughts would be appreciated. Navy1
