Atlas 550 with T1/PRI-4 intermittent fast busy on inbound calls

Atlas 550 with a T1/PRI-4 module installed.  Slot 2 is a PRI from Rightfax server, 23 +D.  Slot 3 is a PRI from LD carrier, 23+D.  Intermittently, inbound calls receive a fast busy.  I'm thinking we may not be providing enough time for the Rightfax hardware to reset its channel before sending that channel another call.  Other than changing mapping from linear to circular, is there a way to create a delay before sending another call to the same channel?

If the problem is the ATLAS sending a call down a channel before the Rightfax has a chance to reset its channel, I'm afraid there is no other way to add a delay other than setting the channel selection to Circular in the ATLAS. I don't believe we've run into that being a problem before, though.
