Vwlan 3.7.0 web interface no longer available

I'm having an issue accessing the web interface for this server after a recommended service restart.  Listed in domain actions it recommended a service restart, can't remember exactly which one, and since then the web interface no longer allows connections.  When attempting I have an "ERR_Connection_Refused" message in the browser.  I have restarted services and restarted the controller with no change.  I still have access to the console itself however very little information can be obtained from it.  Any suggestions would be appreciated.
