Unable to aquire an Public IP address

I'm using a NetVanta 3120. I can configure it for PPoE. It shows that I have an IP address assigned by my ISP. I can see it, but it states that I do not have a Public IP address error.  I go to public interface and it shows that I do not have one. But on the Status Summary I do. Anyone know how to fix this? I'm using the latest firmware.
