Block all country ip ranges except USA without overloading the router

Hello,

I have a mail server that is being attacked by mostly foreign countries. I want to have the Adtran drop all incoming traffic from all ip ranges except those in the USA. Is there some special way of setting up an acl to do this effectvely? Running latest AOS on my Netvanta 3448.
