I cannot connect to my 3448 via the GUI (web interface)

I have a NetVanta 3430; I cannot connect via the GUI or SSH and both appears to be configured correctly. I am however able to connect via Telnet without any problems, but again I cannot connect via the Web. I have two other NetVanta that I can connect both SSH and via the web (GUI). has anyone had this problem before? Also, is there something in the command line (CLI) I can check to see if it is configured properly?

Thank you for asking this question in the support community.  Unfortunately, there are multiple reasons you may not be able to connect via the GUI.  First, do you know if the web interface is configured on the unit (The CLI commands are:  ip http server and username <name> password <password>)?  Next, is the firewall on, and does it allow HTTP access to the unit?  If you would like to reply to this post with a copy of the current configuration, I will be happy to review it for you (please, remember to remove any information that may be sensitive to the organization).
