The AOS command guide doesn't seem to mention what effect this has on the system.

It stores the DHCP bindings in a file on flash that will survive a reboot. Otherwise they are lost if the unit reboots.
This command mirrors the GUI Enable Lease Persistence option under DHCP server settings.
