Hello I want to know if NV4660 is it a Provider Edge switch or Customer Edge switch

It really depends on where you put it, but it's geared for customer edge. It has fewer physical ports than what a provider edge switch would typically use, and some customer-specific features that you wouldn't typically use at a provider edge such as URL filtering. However, it's natively powered by -48VDC which is something you'd expect in a central office provider edge environment. An external power supply is available to power from AC at a typical customer premise.
