The External Caller ID Number not working

Have a client that is wanting to have specific phones to display there personally assigned DID numbers on outbound callers, I found the article related to setting up External Caller ID within the individual user setup options, but it is still not working for these users.

Is there a debug command that I could user to determine what is being sent out at the time of the outbound call?  I am assuming that if everything is setup correctly and it is still not working, then I have an issue with the CLEC controlling / stripping what I am trying to send out.

The Outbound Caller ID priority in AOS Voice products document is the best summary of this information.  As you eluded to the service provider can still override the outbound caller ID.  The best way to confirm what is being sent from the NetVanta 7100 over the PRI is to capture the output from a debug isdn l2-formatted during an outbound call and look at the Ph # field of the CALLING PARTY # Information Element in the SETUP message that is sent.  Here is an example:
