network 7100 systems both are behind Adtran 3140 routers

Customer wants to be able to dial extensions at remote site. Both already have SIP trunks for inbound/outbound PSTN calling.

Frank, I'm not certain exactly what your question was, but if you're asking how to set this up, more than likely the easiest thing to do would be to set up a VPN tunnel between the 3140 routers using this guide:

Configuring a GRE over IPSEC VPN Tunnel in AOS

From there, you can configure a SIP trunk between the 7100s using this guide:
