Blocked Emergency Calls

We setup 908e (3rd gen) with R13.2.0E, all inbound and outbound calls work except for 911. The call looks good up to this point;

11:00:50.052 SB.CALL 97 State change      >> Delivering->Clearing

11:00:50.053 SB.CALL Called the emergency call processing complete routine

11:00:50.053 SB.CALL 97 Clearing             Clear Call on Emergency Call No Station Failed to find a breakable CS from T11 to T01

11:00:50.053 SB.CALL 97 Clearing             No available resources on call from T01 to T11 (last attempt)

We figured it out, the carrier was blocking the 911 calls because the CID was wrong on the outbound calls...

Carriers really should not do that. Ever. Punting such calls to an operator that can direct the caller to the correct PSAP and charging the customer a stiff fee for manual handling is the appropriate response.

This carrier is begging for a rather large fine from FCC, a lawsuit due to someone injured or killed, or both.
