How to force 011 on a PRI emulation scenario?

We have a PRI on a TA916e.  The international calls are not working because the PBX is activating the International call flag and removing the 011 from the dialed digits.  How do I force the Adtran to add the 011 when the international flag is on?

Can you run the following debug, then place an outbound call, then send us the debug.

Debug sip stack messages

Debug isdn l2-formatted

Debug isdn endpoint

Debug voice verbose
