Total Access 916 (2nd Gen) can´t add a second logical interface

I have a Total Access 916 (2nd Gen) with 1 T1 working and unable to add the second T1, it says ´´no more available resources´´, but I don´t undestand why has 2 T1 ports and only resources for 1.  what am I missing?

If I remember right the 916 has 2 - ports. The 2nd one is a PRI port and the first one is T1. I know the first port will not do PRI just not sure if both will do T1.

They can both do T1, How do I Know?, I can configure either port as T1 with no problem, problems present itself, when I try to use them both at the same time, then, it says I don´t have enough resources.
