I have a NetVanta 1534, Ports 1-4 are setup with VLAN2 for WAN, the remaining ports are setup for VLAN1, i would like to setup a new hybrid VLAN for ports 17-20 where VLAN1 is untagged and a new vlan, VLAN4 is tagged. Is this possible and if so how?

This is done when a phone is used on a port with a PC connected behind it.
This is configured by setting the Voice VLAN to 4 ( in your example). Only the untagged Vlan 1 and the Tagged Vlan 4 will be allowed through this port.

spanning-tree edgeport
switchport voice vlan 2
no shutdown
