CSV Import error - Extension cannot have 1 as a leading digit

Trying to use the CSV import, which works fine if you are using anything other than an "1" for the leading digit for the extensions.  Can't find any reference to the issue, so hoping that this is a simple fix with 45 phones that have to start with "1".
