Can't dial toll-free when handset off cradle or speakerphone

Adtran 7060

Polycom VVX500

I've seen this before but cannot recall how I fixed it. I think the dialplan settings in the phone are preventing me from dialing 1-8XX numbers.
Can someone remind me where to look to fix this dialplan that is resident in phones config?
