Did this ever work?
Is the PRI up and configured to take that digit string?
What are the results of "show interface pri 1"?
What are the results of "debug isdn l2-formatted" when you place a call as described?
Also, nothing hugely glaringly obvious, but some cleanup:

And this might be a good time to change your enable password. 🙂
