PRI between 908 and Cisco wont come UP

I just got a 908 and I am having trouble getting a back to back T1 up between it's T1 0/2 and a CISCO IAD


I have tried making three different cables following this guide:

Both Interfaces will come up using a loopback plug per the aforementioned guide.

Here is the config:
