Total Access 908e horrible MOH sound

my customers Physical T1 (PRI) is down, so they are operating on the backup connection, which is an Adtran Total Access 908E

since operating on the adtran, when they put a caller on hold, the MOH sounds very choppy

they have a MOH server that uses Multicast, their PBX gets the audio stream via multi cast why would the MOH only sound so horrible? any ideas?
